Overview

Section 125.330 - Board Established, Purposes

The City Council hereby establishes an advisory board to be known as the Events Board for the purpose of planning and promoting events in the City of Neosho.

Section 125.340 - Membership; Appointment; Qualifications; Terms; Vacancies

The Events Board shall be composed of seven members, appointed by the city council. All members must have an interest in events in the City of Neosho. At least three members shall be residents of Neosho, Missouri. No more than three members may be non-residents of Neosho, Missouri. At least one member shall be a board member or employee of the Neosho Area Chamber of Commerce. The City Council shall select from its members a Councilman to serve as an ex-officio member of the Board, to serve at the discretion of a majority of the Council. The City Manager shall select an employee of the City of Neosho to serve as an ex-officio member of the Board, to serve at the discretion of the City Manager. Appointments shall be for terms of three years, except that the term of three of the members appointed to the first board shall be for three years, the term of two of the members appointed to the first board shall be for only two years, and the term of two of the members appointed to the first board shall be only for one year. The length of the terms of the first board shall be determined by the drawing of lots at the first meeting. Appointments to fill vacancies shall be for unexpired terms only. No member shall serve more than two consecutive full three-year terms. Members shall serve without compensation.

Section 125.350 - Duties & Responsibilities

The Events Board shall have the following duties and responsibilities:

  1. To act in an advisory capacity to the city council in matters pertaining to events in the City of Neosho.
  2. To hold regular public meetings and maintain a written record of its proceedings.
  3. To make recommendations on city funding and support of events.
  4. To make recommendations on applications and solicitations for grants, gifts, and donations from individuals, groups, organization, and agencies, both private and public, for any purpose consistent with the purposes of the Events Board; and
  5. At the request of the city council, to work with individuals, groups, organization, and agencies, both private and public, for any purpose consistent with the purposes of the Events Board.

Section 125.360 - Meetings; Quorum; Attendance

The Events Board shall hold a minimum of four meetings annually at times and places to be determined by the Board. Special meetings may be called by the chair of the Board or by the city council. Four members of the Board shall constitute a quorum for the transaction of business. The chair of the Board is authorized to excuse any member from attendance at a Board meeting; provided, that the member requested to be excused before the meeting. Any member who is absent, without being excused, from 25 percent of the regular Board meetings held in a calendar year shall automatically forfeit the office. Any member who is absent, without being excused, from two consecutive regular meetings shall automatically forfeit the office. The chair shall promptly notify the city council through the city clerk of such vacancy.

Section 125-370 - Election of Officers; Terms

The Events Board shall elect from its membership a chair, a vice-chair, and a secretary. Officers shall serve terms of one year and may serve a maximum of two consecutive terms in each office. The Board may adopt rules and procedures for the conduct and transaction of its business.

Section 125-380 - Conflicts of Interest

Any Events Board member who serves on the board of directors or is employed by any agency which applies for funding through the Board or which receives funding upon recommendation of the Board shall disclose on the records of the Board said conflict of interest and not participate or vote on any such matter. Any Board member who violates this section shall automatically forfeit the office. It shall be the duty of the chair of the Board to promptly notify the city council of the vacancy.
